Focus On Education

A bursary has been implemented to give an award to the top achievers in the GSAT examinations at both the Pembroke Hall Primary and Maverley Primary and Junior High Schools. The awards range from between $15,000 to $50,000.

This initiative started in 2013 when the then Minister of Health Dr. Fenton Ferguson made an award to the top GSAT boy from the Maverley Primary and Junior High School.  I am keen on ensuring that this assistance continues by making annual donations for its maintenance. The social intervention program, offered by the Citizens Security and Justice Program (CSJP) working in conjunction with HEART have targeted ‘at risk’ youth in Maverley for skill based training thus offering greater opportunities for employment.

Economic Development

An Entrepreneurial  Workshop was held at  the  Maverley  Primary  and  Junior High School to assist small business operators  and  persons  interested  in starting  a  business  to  improve  their crafts; this in an effort to have them understand that being an entrepreneur is not the same as being a ‘hustler’. They were given tips on how to register and operate a small business.

Discussions are currently underway for the construction of a Community and Skills Training Center in the Maverley Flowers Park; plans also include the

rehabilitation of the park for recreational and health benefits of the communities in the division. Councilor Telfer believes the construction of the center, will improve the social fabric of the division

through sports and education.

Employment

A large number of residents, throughout the communities, have benefited from short term employment based on road repairs, sidewalk construction and the cleaning  of  gullies.  Others  received employment thru cleanup and beautification  projects particularly  during  the summer and Christmas periods.
Long term employment has also been given to other residents through overseas programs offered by the Ministry of Labour and Social Security.

Community Outreach

I have supported a number of community based activities in the Division. These activities range from fund raising barbeques and kite festivals, to health fairs and feeding programs for the elderly and indigent. Participation on the Greater Maverley Consultative Committee Benevolent Society and meetings with the citizens associations of the Division has offered the opportunity to hear directly from residents about problems being encountered and to offer solutions and advice.

Hughenden Division- Road Rehabilitation

Resulting from representation to the Council and consultations with various stake-holders repairs to the following parochial (KSAC) roadways have been made:

Hughenden: Mottley Avenue, Marathon Drive, Robinson Road, Kerr Road, Relay Road / Orchard Avenue (sections).

Three Oaks: Favorita Avenue, Molynes Place, Eustace Place, Tamkind Place, Remlik Way, Silverdore Drive, Bolam Avenue.

Maverley: West Main Drive, Clarion Road, Boston Avenue, Fenbrook Avenue, Grenmeade Road, Denver Crescent.

Arlene Gardens: Farewell Avenue, Merrick Highway.

Pembroke Hall: Ken Hill Drive, Potosi Avenue, Lasquinet Avenue,  Colbeck Ave-nue, Covey Avenue, Annandale Avenue.

Improvements have also made to existing sidewalks and new sidewalks have been constructed along Red Hills Boulevard and Molynes Road (Hughenden), West Main Drive (Maverley) and Molynes Road (Pembroke Hall).

The deplorable condition of the roadways in the division, resulting of years of neglect, prior to my being councilor, continues to be a major area of focus and will require continued representation going forward.

Building communities through strong citizens association.

‘Building Communities through strong Citizens Associations’ was the slogan used for my campaign in March 2012 and it continues to be my driving force in 2016.   “It is evident that communities with vibrant citizens associations are better able to cope with and ultimately correct issues which may have negative implications for community development, such as indiscipline and crime....”

Vision for the Hughenden Division

 

The Hughenden Division comprises the communities of Arlene Gardens, Glendale, Hughenden, Maverley, Pembroke Hall, Renfield and Three Oaks Gardens. The socio-economic profile of the community is wide and varied however the fundamental issues affecting all are the same. ‘Building Communities through strong Citizens Associations’ was the slogan used for my campaign in March 2012 and it continues to be my driving force in 2016.  It is evident that communities with vibrant citizens associations are better able to cope with and ultimately correct issues which may have negative implications for community development, such as indiscipline and crime. Additionally, these communities get stronger support from within the community for fund raising activities geared at improving community spaces or simply to improve relationships amongst neighbors. My team and I continue to provide un-wavering support for these Citizens Associations which are the foundations for good governance in our communities; I implore you to join your Citizens Association today. The deterioration of the road network in the division continues to be a major source of concern as this contributes not only to an increase in motor vehicle maintenance costs but more significantly a depreciation in property values. Representation for infrastructural upgrades will continue to be my primary focus as this has been cited by numerous residents as their main area of concern.  Programs for Youth Empowerment and Engagement will be increased as we continue to grapple with a culture of hopelessness amongst our young people.  Spreading the word about these activities and programs will be absolutely necessary. This will be achieved through support with our Citizens Associations and state agencies providing these programs. The Kingston and St Andrew Corporation (KSAC) under the stewardship of Her Worship the Mayor Dr. Angela Brown Burke has ultimate responsibility for maintaining good social order in our communities and public spaces. I am your representative at the KSAC and as such am responsible for all communities in the Hughenden Division. As you are aware, Local Government Elections will be held on November 28, 2016.and I forward to your support. My name is Ian Telfer and I have been your Councillor for the past four (4) years.  I have resided in the Hughenden Division for over 30 years. My wife Meesha and I were both raised in the Division and are parents of three (3) sons. 

  

Having been selected by the People’s National Party as the candidate for the upcoming Parish Council Election, I am seeking your support to enable me to represent the Hughenden Division as your Councillor for another four (4) years. 

I consider myself a most capable and willing person who will enable the community to be involved in the process of governance thus affording all of us the opportunity to influence policies and decisions affecting the lives in the community.
